Title: "‘Just Let Us Be’: Discrimination Against LGBT Students in the Philippines"
Abstract:
This comprehensive report by Human Rights Watch delves into the multifaceted
challenges faced by lesbian, gay, bisexual, and transgender (LGBT) students in Philippine
secondary schools. Through in-depth interviews and discussions with 98 students and 46 parents,
school officials, service providers, and education experts from 10 cities across Luzon and the
Visayas, the study uncovers a pervasive environment of bullying, harassment, and discrimination
based on sexual orientation and gender identity. Despite the enactment of the Anti-Bullying Law
of 2013 and the Department of Education's Child Protection Policy in 2012, which aim to

enforced, leaving many LGBT students vulnerable. The research highlights specific issues,
including gendered uniform policies and restrictions on hair length, which disproportionately
affect LGBT students, particularly transgender individuals. These discriminatory practices not
only hinder their academic performance but also adversely impact their mental health and overall
well-being. The report advocates for the effective implementation of existing anti-bullying
policies, the adoption of comprehensive anti-discrimination legislation, and the promotion of
inclusive educational environments. By addressing these systemic issues, the study emphasizes
