As a permanent member and gets special treatment from World Trade
Organization (WTO) in the amber box, we recognize in this pandemic, Agreement on
Agriculture is necessary to help each country rise from the crisis in the agricultural
sector. Three pillars in this agreement could inspire the government when they
establish new policy but still take mind the global economic competition. For
example, Colombia could reduce the tariff of trade and reduce export subsidies
expenditure through the Amber Box. The export subsidies in the export competition
also have been eliminated and supported by the government.

The Colombian government takes various movements and policies to help and manage the agricultural sector. From pushing innovation, intensification, and investment to improve gain in main agriculture product and food markets such as flower industry, coffee, poultry and pork, oil palm, and cane sugar. The government also limiting the activity in the agricultural sector and rural production form restriction during the national quarantine. The activities allowed during quarantine are production, packaging, import, export, transport, storage, distribution, and labelling of seeds. Suspension tariff of corn, sorghum, and soy to reduce costs by Colombian Minister of Agriculture and Rural Development to increase supply capacity of corn, sorghum, and soybeans. Also, the Colombian government gives 1 billion credits for the agricultural sector, its use for working capital, investment and economic reactivation. Possible Solution According to action was taken by the Colombian government in the agricultural sector during this pandemic, Colombia suggested several solutions that should be taken by all members of WTO:

  1. Pushing innovation, intensification, and investment in the main agricultural sector and the most important industry for national benefit.
  2. Exempting the agricultural sector from quarantine restrictions to maintain food security stability.
  3. Continuing what has been decided in the Agreement on Agriculture, such as tariff provisions and export subsidies. Colombia believes we should discuss together in addressing impact in the agricultural sector during the pandemic with the purpose to get maximum results from it.
