Four main purposes:

  • Develop knowledge, skills and ability
  • Provide a means out of unemployment
  • Inculcate community re-integration, nation

building and pro-social behaviour

  • Achieve South Africa's development objectives

• Young individuals or groups of individuals

with lower levels of education and skills –

service delivery, learning opportunity and

exit opportunities

• Education

  • a critical determinant of young people’s skills and capacity development that
enables employability in the future

  • plays a significant role in eradicating poverty by allowing citizens to contribute
productively

• Health and well-being

  • indicator of the standard of living or socio-economic condition of its citizens
