Purpose: Provide information on current on-scene operations, agency and jurisdictional concerns and establish working EOC organization. Attendees: EOC Management Group and Management staff, EOC staff and essential personnel deemed necessary by the EOC Manager. Facilitator: EOC Manager or Designee Introduce EOC Coordination Group and staff members. Present current on-scene situation, Incident Command Post objectives and priorities (ICS 201 Form); including territory (maps and facilities locations), jurisdiction and agencies involved. Any additional safety concern; and agency or jurisdiction restrictions. Verify that Incident commander(s), Area Command(s), and coordinating agencies have been informed that the EOC is staffed and operational. All resource requests will be facilitated through the EOC. Agree on basic EOC section organization structure. Operational period length/start time and work shift hours. Agree on unified logistics approach to resource ordering procedures to follow. Agree on resource authorization procedures. Agree on Information/Intelligence matters and the flow of information into the EOC and vetted information out of the EOC. Next meeting EOC Objectives meeting. Prepare for the Objectives Meeting. OUTCOME: Organizational Structure and Common Operating Picture!

EOC Management Group Objectives Meeting Agenda Purpose: Develop EOC objectives for support of on-scene operations Attendees: EOC Management Group and Management Staff Facilitator: Plans Section Chief or EOC Manager or Designee
Plans Section Chief (PSC) brings meeting to order, conducts roll call, covers ground rules and reviews the agenda. Review and /or update key current actions Develop (for initial operational period) or review/update on-scene incident objectives/resource priorities, limitations, and constraints. Discuss the incidents potential for the next operational period. Current number of resources on-scene and ordered. Develop or review EOC Coordination and Support Objectives Plan. Review/update Key Procedures which may include: a. Managing sensitive information/intelligence b. Information flow into and out of the EOC c. Resource ordering process d. Cost sharing and cost accounting (Finance/Admin.) e. Operational security issues f. Establishment of a JIC Develop or review/update tasks assignment for EOC Management Group and Management Staff to accomplish. Review, document, and/or resolve status of any open actions.

Purpose: Develop EOC Action Plan (EOC-AP) Attendees: EOC Management Group and Management Staff, and Situation Unit Leader Facilitator: Plans Section Chief or EOC Manager or Designee Planning Section Chief (PSC) brings meeting to order, conducts roll call, covers ground rules and reviews agendas EOC Manager provides opening remarks Situation Unit Leader (SUL) provides briefing on current situation, resources at risk, weather forecast, and incident projections. PS reviews coordination and support priorities, objectives, and decisions. Operations Section (OS) provides briefing on current operations followed with an overview on the proposed plan including strategy work assignments, resource commitment, contingencies, Operations Section organizational structure, and needed support facilities (i.e.; EOC Staging Areas, shelters, etc.) PS reviews OS proposed plan to ensure that the EOC Management Group Priorities and operational objectives are met. PSC reviews and validates responsibility for any open actions/tasks and management objectives. PSC conducts round robin of EOC Management Group and Management Staff members to solicit their final input and commitment to the proposed plan. a. Logistics Section Chief (LSC) covers transport, communications and supply updates and issues, b. Finance Section Chief (FSC) covers fiscal issues, c. PIO covers public affairs and public information issues, d. Liaison Officer (LNO) covers interagency issues, and e. Intel/Information (INTO) covers intelligence issues. PS requests EOC Management Group’s approval of the plan as presented. EOC Management Group may provide final comments PS issues assignments to appropriate EOC members for developing Coordination Plan support documentation along with deadlines. PS prepares the EOC-AP using the forms and /or format as described in the EOP or determined during the Planning meeting preparation phase. Sections conduct break out meetings to fill in the information gaps that may exist.

Purpose: To brief the oncoming shift on the EOC-AP and current status of on-scene operations Attendees: EOC staff and oncoming EOC staff Facilitator: Plans Section Chief or EOC Manager or designee Planning Section Chief (PSC) opens briefing, covers ground rules, agenda and takes roll call of EOC Management and Management Staff and personnel required to attend both incoming and out-going shift. PS reviews EOC Management Group objectives and any changes to the EOC Action Plan (EOC-AP) EOC Management Group provides remarks Situation Unit Leader (SUL) conducts Situation Briefing. Operations Section (OS) discusses current response actions and accomplishments. Logistics Section (LS) covers transport, communications, and supply updates Finance Section (FS) covers fiscal issues. PIO covers public affairs and public information issues, Liaison Officer (LNO) covers interagency issues and Intel covers intelligence issues. PSC solicits final comments and adjourns briefing. Out-going Sections Chiefs conduct individual break out meetings with the on-coming Section Chiefs to complete the process
