The General Assembly, Acting under the general assembly of charter of the United Nations, in which outlines the people of the United Nations is determined to establish a condition where the welfare and security arising from the agreement can be maintained and to shape the awareness and resilience of the community in dealing with a natural or non-natural problem, Reaffirming to the agreement of Sendai Framework which states have an important
role in managing disaster risk. There are seven global targets that are expected to be achieved in the long term to reduce the risk of disasters in each country. Those targets are to reduce the mortality, to reduce the number of affected people, to reduce direct economic loss, to substantially reduce disaster damage to critical infrastructure and disruption of basic services, to spread disaster risk effort, to increase cooperation and support, to increase accessibility, Realizing there are many disasters either natural disasters or social disasters that are not handled properly by the United Nations, and this has implications for decreasing the welfare and security of the international community because of the loss caused by the impact of the disaster itself. In fact, there are more than a thousand disasters happened in this world, and only a few are handled well by the UN, or the international community which then causes losses in the economic, political, social and cultural, defense and security sectors of a country, Reaffirming the Sustainable Development Goals points 10, 13, 17 (SDGs 10, 13, 17) set by The General Assembly of the United Nations in 2015 as the 2030 Agenda. Where it aims to reduce inequality within and between countries, especially in dealing with disasters (SDGs 10), and also reaffirming points 13 (SDGs 13) as an agenda in reducing the process and impact of climate which widens the potential for a disaster, as well as strengthening partnership partnerships to form an integrated society to be able to deal with disturbances or problems), especially those caused by a disaster (SDGs) 17), Therefore, various kinds of obstacles and challenges to ensure prosperity and security in order to form a community resilience in the face of a disaster are focused as the main concern by the international community. Where some of the country's main problems in implementing disaster risk management are financial problems, issues of quality and quantity of human resources, low awareness of the community, weak existing regulations, lack of adequate technology, lack of supporting infrastructure, limited facilities, and infrastructure, systems unclear mitigation. We propose several steps to be taken from the UN General Assembly, these measures do:
