presumptive worth. The value of the debt had dropped significantly and even the assurance that they have been security of the land grants, the debt levels remained very low. Hamilton suggested that government should repay the debt in full by issuing the bonds. Such activity would significantly upgrade the authenticity of the new focal government.

  1. What items does Hamilton propose raising or enacting new duties or taxes on? How does this anticipate the current-day use of "sin taxes" or federal taxes on items such as tobacco? Why did he choose to single out these items? -The government lacked the funds needed to meet its operating and debt-repayment expenses Hamilton recommended to put a tariff on imports to protect domestic industries and discourage imports, as well as raise government revenue, the congress did not think it was a good idea rejecting .This was the only major Hamilton proposal to be rejected by Congress. -Government then relied on indirect taxes of consumer goods as a source of revenue. Items such as alcohol and tobacco have traditionally been taxed punitively and some have called for new taxes on fatty foods and sugary drinks, as well as a minimum price on a unit of alcohol. All those unhealthy products cause an excessive use of public services thus justifying why taxes were added, while at the same time they wanted to reduce the consumptions of these products. -Hamilton also urged the Congress to add a tax on domestically distilled liquors because they were categorized as “luxury tax” and would not cause much consternation in the American public.
